Unsatisfactory resolution from Builders & Enterprises

I am writing regarding order #ORD-5684-XMX-6578 placed with Builders & Enterprises on September 12, 1981. I paid $982.73 for subscription, but when it arrived, I discovered had repeated billing errors. I've made numerous attempts to contact customer service, but Gregorio X. and other representatives have not been helpful in resolving this matter.
