Refund refused by Quality Tech Inc Naples International

I am writing regarding order #ORD-3086-KMY-7093 placed with Quality Tech Inc Naples International on April 30, 1977. I paid $443.6 for item, but when it arrived, I discovered experienced long delays. I've made numerous attempts to contact customer service, but Ronaldo M. and other representatives have not been helpful in resolving this matter.
