Refund refused by Global Finance Toronto Enterprises

I am writing regarding order #ORD-5684-GQC-2395 placed with Global Finance Toronto Enterprises on April 28, 2003. I paid $131.59 for package, but when it arrived, I discovered experienced frequent disconnections. I've made numerous attempts to contact customer service, but Branson F. and other representatives have not been helpful in resolving this matter.
