Billing dispute with Build Construction

On October 8, 2007, I signed up for Build Construction's installation service at their Port Marlenside, Hawaii location. I was told that the service would include application, but after paying $230.36, I discovered this wasn't the case. When I called to resolve this, Joanie I. was unhelpful and refused to address my concerns.
