Refund refused by United & Planners Indore Inc.

I am writing regarding order #ORD-5330-IBW-2128 placed with United & Planners Indore Inc. on April 18, 2003. I paid $25.85 for appliance, but when it arrived, I discovered stopped working after two weeks. I've made numerous attempts to contact customer service, but Raina K. and other representatives have not been helpful in resolving this matter.
