Overcharged by United Financial Advisors Qingdao for service

I am writing regarding order #ORD-5814-BBI-5462 placed with United Financial Advisors Qingdao on February 12, 2016. I paid $409.33 for platform, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Ubaldo J. and other representatives have not been helpful in resolving this matter.
