Poor customer service experience with Fabrication Manufacturing LLC

I am writing regarding order #ORD-9969-VQS-7050 placed with Fabrication Manufacturing LLC on November 1, 2020. I paid $142.94 for plan, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Troy J. and other representatives have not been helpful in resolving this matter.
