Credit card dispute with Premier Bank International

On November 8, 1973, I signed up for Premier Bank International's consultation at their East Jakechester, Vermont location. I was told that the service would include tool, but after paying $456.51, I discovered this wasn't the case. When I called to resolve this, April I. was unhelpful and refused to address my concerns.
