Poor customer service experience with Elite Contractors Development

I am writing regarding order #ORD-1550-JNV-4276 placed with Elite Contractors Development on October 31, 1977. I paid $739.35 for application, but when it arrived, I discovered was promised features that don't exist. I've made numerous attempts to contact customer service, but Merle R. and other representatives have not been helpful in resolving this matter.
