Refund refused by Heritage Treasury

I am writing regarding order #ORD-6128-GWB-9015 placed with Heritage Treasury on November 11, 1977. I paid $460.47 for account, but when it arrived, I discovered couldn't access my account. I've made numerous attempts to contact customer service, but Theron Y. and other representatives have not been helpful in resolving this matter.
