Billing dispute with Residence at Grand Dijon International

I am writing regarding order #ORD-5605-VLE-9394 placed with Residence at Grand Dijon International on July 23, 1983. I paid $275.28 for system, but when it arrived, I discovered was promised features that don't exist. I've made numerous attempts to contact customer service, but Wilfred W. and other representatives have not been helpful in resolving this matter.
