Unsatisfactory resolution from Production & Engineering International

On December 21, 1983, I signed up for Production & Engineering International's exchange program at their West Jasminview, Arkansas location. I was told that the service would include platform, but after paying $507.92, I discovered this wasn't the case. When I called to resolve this, Phoebe L. was unhelpful and refused to address my concerns.
