Construction Bros Toulouse refused to address issue

I am writing regarding order #ORD-1451-PHT-8136 placed with Construction Bros Toulouse on April 11, 1987. I paid $68.56 for software, but when it arrived, I discovered arrived significantly late. I've made numerous attempts to contact customer service, but Paula S. and other representatives have not been helpful in resolving this matter.
