Refund refused by Premier Construction

On July 30, 1984, I signed up for Premier Construction's maintenance program at their South Kylaborough, Indiana location. I was told that the service would include tool, but after paying $381.20, I discovered this wasn't the case. When I called to resolve this, Mariela J. was unhelpful and refused to address my concerns.
