ATM malfunction at Integrity & Alliance resulted in lost funds

I am writing regarding order #ORD-2904-HBC-7385 placed with Integrity & Alliance on June 16, 1999. I paid $86.71 for solution, but when it arrived, I discovered is missing essential components. I've made numerous attempts to contact customer service, but Isabelle U. and other representatives have not been helpful in resolving this matter.
