Unsatisfactory resolution from ExcelBank Turin

I am writing regarding order #ORD-1999-XCK-3484 placed with ExcelBank Turin on December 27, 1981. I paid $969.26 for subscription, but when it arrived, I discovered has a manufacturing defect. I've made numerous attempts to contact customer service, but Franz W. and other representatives have not been helpful in resolving this matter.
