Credit card dispute with First Capital

On May 15, 1978, I signed up for First Capital's customer support at their Bauchburgh, Maryland location. I was told that the service would include platform, but after paying $308.83, I discovered this wasn't the case. When I called to resolve this, Luz X. was unhelpful and refused to address my concerns.
