Delayed delivery from Palace Getaways Holdings

On October 19, 2009, I signed up for Palace Getaways Holdings's upgrade service at their West Blaise, Indiana location. I was told that the service would include application, but after paying $637.84, I discovered this wasn't the case. When I called to resolve this, Celestine Q. was unhelpful and refused to address my concerns.
