Quality issues with Quality-Structures Villeurbanne product

On May 5, 1990, I signed up for Quality-Structures Villeurbanne's upgrade service at their East Desmondhaven, Washington location. I was told that the service would include tool, but after paying $414.99, I discovered this wasn't the case. When I called to resolve this, Juanita Q. was unhelpful and refused to address my concerns.
