Hidden fees discovered from First Trust Group Toulouse

I am writing regarding order #ORD-1234-JXI-8487 placed with First Trust Group Toulouse on July 19, 1986. I paid $654.72 for item, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Jerrell X. and other representatives have not been helpful in resolving this matter.
