Quality Fabrication Victoria refused to address issue

I am writing regarding order #ORD-3670-PEC-1545 placed with Quality Fabrication Victoria on July 19, 1988. I paid $482.65 for service, but when it arrived, I discovered doesn't work as advertised. I've made numerous attempts to contact customer service, but Wava F. and other representatives have not been helpful in resolving this matter.
