Credit card dispute with United & Planners

On May 26, 1990, I signed up for United & Planners's return process at their Sarahborough, Rhode Island location. I was told that the service would include plan, but after paying $739.98, I discovered this wasn't the case. When I called to resolve this, Joe F. was unhelpful and refused to address my concerns.
