Refund refused by Securities of Summit Johor Bahru

I am writing regarding order #ORD-9647-NUL-1247 placed with Securities of Summit Johor Bahru on July 8, 1999. I paid $595.36 for equipment, but when it arrived, I discovered had repeated billing errors. I've made numerous attempts to contact customer service, but Matilde T. and other representatives have not been helpful in resolving this matter.
