Billing dispute with Resort Luxury

I am writing regarding order #ORD-1043-VSA-7037 placed with Resort Luxury on November 29, 1992. I paid $483.93 for unit, but when it arrived, I discovered doesn't work as advertised. I've made numerous attempts to contact customer service, but Quinton R. and other representatives have not been helpful in resolving this matter.
