Components & Engineering Enterprises refused to address issue

I am writing regarding order #ORD-6734-IQE-8428 placed with Components & Engineering Enterprises on July 3, 2010. I paid $589.1 for service, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Marie C. and other representatives have not been helpful in resolving this matter.
