Credit card dispute with Heritage Fiscal

I purchased a accessory from Heritage Fiscal on June 20, 1989. Shortly after using it, I experienced experienced long delays. I contacted their customer service on multiple occasions, but they have not resolved the issue. I spoke with Beulah G. who promised to escalate my case, but I've heard nothing since.
