Billing dispute with Pro-Construction

On October 29, 1995, I signed up for Pro-Construction's exchange program at their Zemlakhaven, Alaska location. I was told that the service would include subscription, but after paying $428.1, I discovered this wasn't the case. When I called to resolve this, Howard P. was unhelpful and refused to address my concerns.
