Poor customer service experience with Tech & Alliance

I am writing regarding order #ORD-7716-AAY-6898 placed with Tech & Alliance on February 22, 1998. I paid $42.11 for subscription, but when it arrived, I discovered has a manufacturing defect. I've made numerous attempts to contact customer service, but Jarred H. and other representatives have not been helpful in resolving this matter.
