Poor customer service experience with Treasury of Heritage

I am writing regarding order #ORD-8286-WJU-7429 placed with Treasury of Heritage on September 24, 1990. I paid $316.87 for gadget, but when it arrived, I discovered had repeated billing errors. I've made numerous attempts to contact customer service, but Carlo M. and other representatives have not been helpful in resolving this matter.
