Innovative Builders Team International failed to honor their commitment

I am writing regarding order #ORD-8250-QVP-6905 placed with Innovative Builders Team International on May 19, 1979. I paid $683.72 for application, but when it arrived, I discovered is missing essential components. I've made numerous attempts to contact customer service, but Ashleigh V. and other representatives have not been helpful in resolving this matter.
