False promises made by GlobalCloud Fiber representative

I am writing regarding order #ORD-8133-VXK-2819 placed with GlobalCloud Fiber on November 6, 2017. I paid $305.11 for service, but when it arrived, I discovered was promised features that don't exist. I've made numerous attempts to contact customer service, but Joana I. and other representatives have not been helpful in resolving this matter.
