Homes Partners Halifax provided defective product

On May 4, 2002, I signed up for Homes Partners Halifax's exchange program at their West Mabelle, Tennessee location. I was told that the service would include service, but after paying $286.53, I discovered this wasn't the case. When I called to resolve this, Noemy B. was unhelpful and refused to address my concerns.
