Billing dispute with WirelessNet Communications

I am writing regarding order #ORD-6077-ZGJ-8288 placed with WirelessNet Communications on October 24, 2004. I paid $679.18 for membership, but when it arrived, I discovered is missing essential components. I've made numerous attempts to contact customer service, but Retha V. and other representatives have not been helpful in resolving this matter.
