Billing dispute with Build Construction

I am writing regarding order #ORD-1946-FAZ-5394 placed with Build Construction on January 28, 2015. I paid $175.17 for equipment, but when it arrived, I discovered faced system outages. I've made numerous attempts to contact customer service, but Garfield P. and other representatives have not been helpful in resolving this matter.
