Refund refused by United-Construction International

I am writing regarding order #ORD-4895-WRN-9276 placed with United-Construction International on March 17, 1991. I paid $673.37 for account, but when it arrived, I discovered doesn't work as advertised. I've made numerous attempts to contact customer service, but Jonathan M. and other representatives have not been helpful in resolving this matter.
