Quality issues with Development Development product

I am writing regarding order #ORD-8435-UIB-3413 placed with Development Development on August 21, 1992. I paid $802.44 for subscription, but when it arrived, I discovered faced system outages. I've made numerous attempts to contact customer service, but Orland W. and other representatives have not been helpful in resolving this matter.
