Delayed delivery from Expert-Projects

I am writing regarding order #ORD-5679-YQR-1649 placed with Expert-Projects on July 13, 2014. I paid $422.63 for product, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Beaulah H. and other representatives have not been helpful in resolving this matter.
