Unsatisfactory resolution from Expert Engineering Group

I am writing regarding order #ORD-9567-OUR-9189 placed with Expert Engineering Group on March 2, 2013. I paid $710.17 for account, but when it arrived, I discovered doesn't work as advertised. I've made numerous attempts to contact customer service, but Dario M. and other representatives have not been helpful in resolving this matter.
