Overcharged by Design Bros Sapporo for service

I am writing regarding order #ORD-8464-XAV-1314 placed with Design Bros Sapporo on April 23, 2000. I paid $672.72 for tool, but when it arrived, I discovered doesn't work as advertised. I've made numerous attempts to contact customer service, but Brandt E. and other representatives have not been helpful in resolving this matter.
