Unsatisfactory resolution from Spectrum-Beam LLC

I am writing regarding order #ORD-9666-QGQ-4943 placed with Spectrum-Beam LLC on December 6, 1996. I paid $303.38 for tool, but when it arrived, I discovered stopped working after two weeks. I've made numerous attempts to contact customer service, but Lottie Z. and other representatives have not been helpful in resolving this matter.
