False promises made by Data Systems Toulon representative

I am writing regarding order #ORD-4834-EVN-6425 placed with Data Systems Toulon on July 12, 1992. I paid $452.34 for accessory, but when it arrived, I discovered is missing essential components. I've made numerous attempts to contact customer service, but Scot C. and other representatives have not been helpful in resolving this matter.
