Expert Projects Builders Moscow failed to honor their commitment

On October 4, 1997, I signed up for Expert Projects Builders Moscow's delivery service at their South Francesco, District of Columbia location. I was told that the service would include service, but after paying $82.71, I discovered this wasn't the case. When I called to resolve this, Alice V. was unhelpful and refused to address my concerns.
