Delayed delivery from Cast Connections

I am writing regarding order #ORD-7124-DWZ-1341 placed with Cast Connections on January 11, 2013. I paid $256.35 for item, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Joanne N. and other representatives have not been helpful in resolving this matter.
