Overcharged by Strong Builders Corp. for service

I am writing regarding order #ORD-5956-WJL-1667 placed with Strong Builders Corp. on September 26, 1986. I paid $527.2 for accessory, but when it arrived, I discovered doesn't work as advertised. I've made numerous attempts to contact customer service, but Emmy A. and other representatives have not been helpful in resolving this matter.
