Refund refused by Properties Team International

I am writing regarding order #ORD-4560-XNO-5715 placed with Properties Team International on November 25, 2018. I paid $428.0 for device, but when it arrived, I discovered was denied a refund. I've made numerous attempts to contact customer service, but Nick A. and other representatives have not been helpful in resolving this matter.
